About me
Joseph “Jay” Borgquist is a nationally recognized public safety educator, curriculum designer, and industry leader with more than 15 years of combined experience in law enforcement, education, training, and workforce development. He serves as a National Pathway Director with the Law and Public Safety Education Network, where he leads curriculum development and industry engagement for the Security and Protective Services and Corrections and Detention pathways.
Jay holds a bachelor’s degree in Criminal Justice Administration from Western Carolina University and a master’s degree in Criminal Justice with a concentration in Homeland Security from Liberty University.
Before entering education, Jay spent 10 years in law enforcement, giving him firsthand knowledge of the skills, judgment, communication, and professionalism required in public safety careers. He now uses that experience to create rigorous, career-focused curricula that connect classroom instruction with current industry standards and employer expectations.
Jay is known for building meaningful partnerships among educators, public safety agencies, industry professionals, and credentialing organizations. His work focuses on strengthening career pathways, expanding access to industry-recognized credentials, and developing innovative training experiences that prepare students for success in law enforcement, emergency communications, corrections, security, and other public safety professions.
As both a classroom teacher and national curriculum leader, Jay brings a unique ability to transform real-world public safety experience into practical, engaging, and instructionally sound learning opportunities.
